Jaycee Dugard Gets $20 Million In Settlement From California

The state of California approved a $20 million payment on Thursday to kidnap victim Jaycee Dugard, who was held captive for 18 years by a registered sex offender Phillip Garrido.
Dugard, 30, and her family filed claims with the California Victim Compensation and Government Claims Board, accusing the state of not adequately supervising Garrido while he was on parole for a 1977 kidnapping and rape conviction.
Dugard was kidnapped at age 11 by Garrido and his wife Nancy in 1991. She had two children while in captivity, fathered by her abductor.
The settlement would compensate Dugard and her two daughters for counseling and lack of education while they were enslaved in sheds behind Garrido's backyard in Antioch, Calif.
"It is virtual certainty Mrs. Dugard and daughters will require counseling for rest of their lives," accpording to legislative analysis. "Ms. Dugard's daughters have received no formal education and neither is equipped to handle the academic or social challenges that school -- and society -- will pose, nor has Mrs. Dugard received any education since her abduction."
The $20 million settlement bill will now go to California Governor Arnold Schwarzenegger who is expected to sign it.
