Katherine Hall - Phillip Garrido Rape Victim on Larry King Live
Accused rapist-kidnapper Phillip Garrido, who held Jaycee Lee Dugard captive in his back yard for 18 years and fathered two children with her, was previously in prison for the kidnapping and rape of a woman in Reno, Nevada.
Katherine Hall (Katie Callaway Hall), the woman who was raped in 1976 by Phillip Garrido was on Larry King Live last night to tell her story.
"I screamed," she told CNN's Larry King on Monday night. "I started screaming 'Oh my god, Oh my god, it's him,' " when she heard that Phillio Garrido kidnapped someone else.
"I can't imagine what Jaycee is going through. He had me for 8 hours. He had her for 18 years," Hall said.
Katie Callaway Hall was kidnapped on November 22, 1976 when he asked her for a ride at a supermarket in California. He handcuffed her, took her to a warehouse in Reno where he raped her repeatedly.
Garrido was convicted for kidnapping and raping Hall, but was released after serving just over 10 years of a 50-year sentence.
"I don't have to hide anymore. I don't have to live every day of my life wondering if he is looking for me. I am finally free from the fear I have lived with since the day I learned he was paroled," Hall wrote for a Larry King blog.

The police officer talked to that maniac for a half-hour on his front porch, but he didn't enter the house or walk into the backyard. His office had all the info that the psycho was a convicted rapist, but the officer didn't know that. he didn't bother to do a background check.
Is this how cops do their job?

It is disgusting to think this man was on life time probation and he had a girl for 18 years in the backyard... How many more people are out there doing this to others? If they found this one, no thanks to the police, how many 100 other psycho rapists/ molesters have personal sex slaves they are keeping in the back? I am guessing there are atleast another 100 if not more. The scars will never heal for the victim. If I had 5 minutes with Phil Garrido he would NEVER think about another victim again, he wouldn't be able to think again. THIS IS A MASSIVE FAILURE OF THE PAROLE/ PROBATION ORGANIZATION. I know people who are on probation and get visits constantly, but they are in trouble for addiction. I guess the drug addict is a bigger threat than the rapist? Or is it because they can catch a drug addict with drugs and never think they will catch a rapist raping?

I cannot believe the police protection we are receiving these days. Does anyone do their job anymore?? I think not. How utterly disgusting to think that this poor child had to live 18 yrs with this pyscho monster and nobody took the time to care. It took two females with insight to do the right thing to crack this case.Police officers, parole officers, detectives, Wake the hell up! Go the extra mile. If you can save even one person isn't it worth it? If you no longer can do your job then stop picking up the pay checks.

How the hell did that rapist get paroled? The system let everyone down.
Even more shocking, around the 19:50 mark of the video, Hall says the parole officer told her flat-out that they knew he shouldn't be on parole, but they believed she was not in further danger: "We're sure he's gonna do this again, but we're pretty sure it's not directed at you."

paul..i totaly agree with you..how the fk did this parole officer not know what was going on? i meen seriously the guy should be fired or worse..this guy let this scum have his way with a child for 18yrs and not once did this parole officer know this? wow but they sure do notice things about drugs robberys anything that can make the governemnt money i guess...laws are so screwed up..should be life with out parole for sex offenders like him but they will do that for a drug dealer..too funny

What possible excuse could the parole board or police have to not investigate this creep. Horrible injustice to this young child that was tormented and abused mentally and physically by this creepy jerk. I hope none of their daughters or children are ever abducted by a maniac. How they hell can they say they didn't see anything. He had a virtual compound in his backyard, tents, not something buried it was obvious to anyone doing a through investigation, especially from "trained parole officers". The parole officers did a disgusting, horrible job and they keep pushing the guilt. It is their fault this child was raped and fathered his children and her years were stolen from her, her childhood. Disgusting to try and tell the public you did your job to protect the public and the children from a disgusting dangerous man.
How dare you try to say you did your job. An 11 year old is a CHILD. It was not her job to escape! Good job women police officers, show the men how to protect citizens and children. His parole officer should be fired and stripped of his retirement benefits and throw him in jail too. Where is that jerk, afraid to show his face. He is as bad as Garrido.

I agree with all of you. The police and parole officer dropped the ball big time. But, what I would really like to know is WHO decided that he should be let out on the streets after 11 years of a 50 to life sentence. SOMEONE had to say so.
WHO IS THAT PERSON ! He or she is as much at fault as anyone. They, if still around, should be held accountable. And the other sick bastards out on the streets should be picked up and sent back to jail for life. Better yet, lets start using the death sentence more and save some tax money.

Yes, I agree he should have served all the time for his first offense, but don’t let our authorities off the hook. It gets worse after you read more about the facts. I guess she was taken in 1991, and in 1993 (only two years later) after violating probation he spent for 4 months in federal prison (California have yet to release any details of that violation or explain why he was again released into the community). Nevada officials said they were never notified of Garrido's parole violation, which would have allowed the state to revoke his parole.
Had California parole inspected his home in 1993, we would not be here now asking questions, we would be saying our system works, now I am not sure of anything. Because now I wonder how many more of these freaks are in our country doing the same thing under the noses of our so called authorities.
I can only say if you have a neighbor that fits this profile, call and call again to try to ensure that this does not happen again. Simply amazing.

You know most of these so called “police/ parole officers” always have a chip on their shoulders, and even when they fail to do their jobs they appear arrogant like saying “what are you going to do”, let’s face it she who save herself, she was not save by the authorities. Does anyone believe that the authorities were investigating her disappearance? The car used in her kidnapping was in the backyard, the lazy ass cops didn’t even bother to go through the backyard when the information indicated that kids were living back there, they didn’t check local schools to see if the kids were going to school or even asked to see the kids, no report to child protective services, boy how lazy can you be and still pick up your public service check, not to mention the parole officers who failed to visit and find out where this freak was living and what he was doing, amazing, simply amazing.
