A Halloween decoration in a West Hollywood home shows an effigy of Sarah Palin hanging from a noose, below an image of John McCain as a flaming devil in the chimney.
 

The homeowner, Morisette is quoted saying: “it should be seen as art, and as within the month of October. It’s Halloween, it’s time to be scary it’s time to be spooky.”
 

The halloween display has caused a furor among some residents who reported it as a hate crime, authorities said Monday.
 

But Los Angeles County sheriff's officials said the mannequin sporting a beehive hairdo, glasses and a red coat, could not be considered a hate crime because it was part of a Halloween display.
