Jill Ishkanian Under Investigation

TMZ has unveiled some strange details surrounding Heather Locklear's DUI bust over the weekend.
 

The person who called 911 to report Heather was a former Us Weekly staffer Jill Ishkanian who is currently being investigated by the FBI for allegedly hacking into Us Weekly's computer system to locate celebrities.
 

Jill was following Locklear in the Montecito area that day.  She called 911 about Heather’s erratic driving even before Heather got in her car. Shortly thereafter, Jill tipped off paparazzi that Heather was about to be arrested.
 

Apparently, Jill is the only witness who says Lockelear was driving erratically and that she was drunk, even though it’s already established she was not under the influence of alcohol.
